Street Lighting Survey
Liberals have reported dozens of locations where street lighting needs repair including Lisburn Lane, Sandringham Road, Windsor Road, Victoria Road, Moscow Drive and Quarry Road.
Repairs have already been carried out in Town Row,West Derby Village and Sandyville Road, Clubmoor

Liberals call for Home Improvements for Clubmoor,Tuebrook and West Derby Residents
At the city council on Wednesday 3rtd Dec Liberals Chris Lenton and Steve Radford are requesting the council declare clear plans to improve central heating and modernise homes in the Delamain, Acheson, Ballantyne and Meade Road area of Tuebrook and Larkhill as well as adjoining estates in Asser Rd/Ferguson Rd/Agar Road in Clubmoor and the Tollerton/Clinton/Halsey Rd area of West Derby
We fear that promises to modernise these areas have been subject to unforeseen delays and slippage commented Liberal Party Councillor Steve Radford
The Liberal Party team are also asking for action on long outstanding vacants in Byng Place and 17 vacants in the Florence Melly Estate
This vacants should be soon trandsferred to Housing Associations for modrnisation

Special Area Committee Meeting Thursday 4th Dec
All residents concerned to prevent Newsham Park becoming a race track and Fairfield a parking lot for 900 students and staff ,are urged to attend a special area meeting on Thusday 4th Dec at 6.30 in The Fairfield Police Club ,Prescot Road
This will be followed by a Planning Cmte on Tuesday 9th Dec at 10.00 in The Town Hall, Dale Street
The Planning Cmte has the final say. Whether it is Stanley park or Newsham Park residents can depend on their Lib Dem Cllrs betraying their election pledges to protect our Parks hit out Cllr Hazel williams at a street protest meeting. Hazel and 25 residents appeared in tonights Liverpool Echo

Newsham Park Protest
On Friday over 20 local residents joined Liberal Party Councillor Hazel Williams in a protest demonstration and photo shot for the local press by the gates of Newsham Park at the junction with Judges Drive and Sheil Road
"Every week more residents are realising the size of the planned school and the threat of opening the Park's roads to through traffic. The site is just too small for the school , let alone future expansion" hit out our Hazel

Suburban Road Flats a Nightmare
Cllr Steve Radford took the local press to inspect the vacant flats at Suburban Road and Lower Breck Road, last Friday
During the hour at least 1 prostitute and client were disturbed from their work.
2 Youths covered with scafs across their faces left the site in a rush carrying brown bags
Cllrs Steve Radford,Hazel Williams and Chris Lenton have formally written to The Chief Executive, David Henshaw, asking him to intervene and expedite the return of these flats to habitable use. Only over the last few years has the council left these flats to decay
Local developers Flanaghans have already expressed interest in buying and renovating the flats.
Cllr Steve Radford went and inspected their work carried out in nearby Richmond Terrace
Proposals for sale are hoped for in the next few weeks as the Publicity wakes up the council in a way reason does not permeate!

Margaret Beavan School , West Derby- Looking for Alternative Educational uses
In response to a question by Liberal Party Councillor Steve Radford, the Exec Director for Education, Colin Hilton confirmed that he and the Exec Member, Cllr Paul Clein , were very keen to see this site used for alternative educational use.
When the Special Needs School was highlighted for closure many residents were worried this prime site in the heart of West Derby Village could be put up for sale for housing.

Liberals Launch Newsham Park Petition to Save Victorian Park
Liberal Party Members have launched a petition across Fairfield and Newsham Park to object to the current plans for the Kensington Academy. "We would welcome a new secondary school/academy for Kensington , however this is the wrong location - just looking across Kensington there is no shortage of large sites that would be better"
Major concerns are
1) 4 Storey modern Builidng would fundamentally change style of Conservation status Newsahm Park
2) Only 18 car park places for a secondary school with excess of 900 pupils andd staff is laughable, it would turn Elm Park into a giant parking lot
3) The plans propose opening up Newsham Park to through traffic undermining its role as a safe recreational park. The roads were closed to prevent it becoming a race track every night

Planning Applications given OK despite residents concerns
The Planning Committee (Tuesday 18th Nov) gave the go ahead or a Telecoms Mast at Millbank despite the opposition of all local councillors
"speaking to the Committee Cllr Steve Radford suggested that the company should share use with one of the two overbearing and monstrous telecom's masts at Lister Drive or further along Queens Drive at St Andrews" however the Lib Dem majority voted it for approval
In the case of flats at Brainnerd Street the Committee did agree the application, but noted that the Flanaghan Group had agreed to a contractual clause that the flats would be restricted to occupants being aged 55 or over.
In Anfield ,the take away at 106 Breck Road was agreed despite local objections that there were insufficient car spaces.
Cllr Steve Radford spoke on behalf of the local residents suggesting that this part of Breck Road should not be treated as part of the shopping area but was predominately residential, he also said that there was a danger with no on street parking available
None of the Anfield Lib Dem Cllrs attended the Planning Committee and the application was approved despite several residents from neighbouring roads objecting

Newsham Park under Threat say Liberal Councillors
Writings to hundreds of Newsham Park and Elm Park residents, the 3 Liberal Party Councillors have pointed out some major concerns over the proposed Academy including.
1) How can only 18 car park places cater for a secondry school with over 900 pupils and staff ?
2) Is it appropriate that a 4 storey building with modern materials is imposed upon the Newsham Park conservation area?
3) Gardeners Drive was closed to prevent Newsham Park being a race tracks it wise to reopen the Park to through traffic?
All residents are urged to raise their concerns as art of the planning process. At the last area Committee Liberal Party Councillors demanded more time be given for local people to consider the plans in detail rather than there be a rushed decision

West Derby Village Alleygating
Council officers have confirmed a small block of 40 houses off Crosby Green, West Derby Village,including Bridgeford, will be alleygated between June to Sept 2004. The Council porgramme has been based upon taking areas of highest crime figures first.
Tuebrook ,Old Swan and Anfield Alleygating
Council officers have confirmed they still have not had additional funds approved for alleygating and equivalent fencing for locations in Suburban Road, Herschell St, Doric Park.
Officers are carrying out site inspections to look at locations at Oak Leigh (through to Ivy Leigh) , Morecambe Street and Thurnham/Rockhouse Street where residents have asked for additional gates and/or fencing

Planning Committee 18th Nov to hear Millbank Telecom Mast and Brainerd Street Flats applications
The Planning Committee will be meeting in the Town Hall Tuesday 18th Nov to consider the propect of a new Mobile Telecom mast at corner of Millbank and Queens Drive. Liberal Cllrs are opposing on grounds that the council should insist current sites be shared
All residents can attend from 10.00 on Tuesday 18th
The application for 8 flats in a two story design on lots at Brainerd Street are being resisted. Cllrs Steve Radford and Chris Lenton are claim that there is already a saturation of flats in the area, many of them long term vacant, such as at Balmoral Court and Oak Leigh

Liberals claim Anfield, Tuebrook, Old Swan and Kensington Overlooked in Alcohol Ban Move
Liberal Party Councillors have had a protest letter printed in the Daily Post 12th Nov where they regret that the Wards of Anfield, Tuebrook, Old Swan and Kensington have been overlooked in council proposals to extend the city centre ban on "on street" alcohol consumption for Norris Green and Woolton and Hunts Cross
Whilst Woolton and Hunts Cross are largely areas of semi and detatched homes in prosperous suburbs, areas like Anfield, Old Swan and Tuebrook have a predominance of terraced homes who feel the impact of vandalism, violence and anti-social behaviour aggravated byy alcohol in a far more adverse way.
Council officers have claimed it is because Home Office representatives visited a police forum in Woolton, that Woolton was selected
Cllr Steve Radford "I am hardly surprised the Home Office did not get to visit the police forums in Tuebrook and Anfield - I think the Police are still recovering from the frustration of residents from the last forum over a year ago"
Previously Lib Dem Councillors had backed the LIberals request.

Venue Site Inspection
Mike Burchnall and other members of the City Building Surveyors team joined Liberal Party Councillors Chris Lenton, Hazel Williams and Chris Lenton at the former Venue site, Green Lane on Monday 10th Nov
There was a clear break in the wall section between the former Venue and the neighbouring direct access hostel
Building Surveyors have confirmed they had severed a series of legal notices upon the owners, believed to be "cloudbluff",requiring the restoration of the building as well as further security measures. ( a 56 day legal notice)
There were serious doubts if the company would act to restore the site or alternatively these legal measures would encourage the comapny to look at alternative options for the site. The Liberal Party Councillors expressed the view that the dereliction of the site was a major drawback to the whole Tuebrook Area, they pointed out to the quality housing development at the rear in Gardeners Road which they felt could be extended

The Area Committee for Fairfield and Stoneycroft reviews Planning, Education and Housing Issues:
Whilst the Area Committeee may express a view, the final decision still lies with the Council's Planning Committee who will hear their submissions
Marlborough Road and Railway Embankment...
This was the most hotly contested debate, Cllr Steve Radford outlined opposition to the plan for 80,000 tonnes of rubble being removed onto the busy Townsend Lane Road where it funnels from dual carriageway into single lane.
Andy Wooding from the Football League spoke of concern that the well supported footballl league could loose at least one of their pitches.
Cllr Marlborough tried to rule Cllr Radford out of order for raising traffic concerns at the 81 new houses generating additional traffic flow onto the junction of Marlborough Road and Ellerslie Road. However Cllr Radford rebuffed him " Builders don't remove 80,000 tons of rubble because they like collecting it, the application says the site is for 81 homes to be built with the road running into Marlborough Road, do you home work Cllr Marlborough - we have !" A packed hall of Tuebrook residents cheered Steve at the close of his powerful presentation.
The Area Committee has gone on to support the Liberal Party and residents objections.
Gloucester Road former Laundry...
Cllr Steve Radford welcomed the application for 16 terraced houses here, it gets rid of a vacant site. Steve said the committee were right to reject plans for an excess of flats here previously and this later application was far more beneficial and sustainable.
130 Moscow Drive...
Originally this Old Swan Ward application was left off the agenda, Cllr Radford raised the issue of this derelict land and the application for quality flats, he said as it effectively upgraded the area and would help security problems at the rear in Stoneycroft Crescent the committee should welcome it.
Newsham Park...
Cllr Steve Radford objected to the an attempt to table this controversail application in the Conservation Area as an outline map was only circulated at the meeting. The Chair agreed there would be a special area committee called to hear the application, if needed.
Telecom's Mast at Millbank / Queens Drive...
Liberal Councillors objected at this site opposite the West Derby War Memorial and regrertted at the lack of shared site usage.
Brainerd Street Flats Bid...
Cllr Chris Lentoon led objections to the site being flats as there was an excess already in the area, the committee agreed and urged developers come back with similar semi or terraced property such as the Hilberry Court site opposite.
Housing Protest - Muirhead Avenue...
The Liberal Party Team expressed concern at the delays in redeveloping the Muirhead Avenue site of vacant flats whilst welcoming Maritine Housing Plans for sheared ownership. The Housing manager, Niall McDonnell, reported that negotiations were delayed only over 1 relocation case however he felt confident of progress soon.
Many residents expressed concern at any further delay should be avoided as the site was an major eyesore in Tuebrook.
The Venue...
Liberal Party Councillors have arranged a site meetng with city building surveyors on Monday 10th Nov at 16.45. Residents are welcome to join us outside the Venue. Cllr Radford told the committee that there were real problems of drug needles being discarded there.
Lister Drive / Brainerd Street Flats Security...
Although the issue was tabled by the Liberal Councillors they asked Mr Brian Spink to give a short presentation of his ideas to improve security around the 160 or so flats.
Single Sex School Places...
Executive Member Paul Clein has written to say he will raise the issue at providing more single sex secondary school places with local head teachers and had symapthy with the appeal made by the Liberal Party Councillors.
Children's Centre for Tuebrook...
Cllr Hazel Williams moved that the Education Dept should enter meaningful negotiations with the Lister Drive Steps Group of Parents to develope this site. She regretted that both Anfield and Tuebrook communities were being overlooked in respect of this important government initiative - this was agreed.

Bankfield Wall to be repaired...
After several requests by Liberal Councillors , Chris Briggs of Leisure services has finally confirmed that work should start on the repair of Bankfield's Sandstone wall this week.
